What will you do in this role?
Sikich Federal is seeking a Senior Oracle E-Business Suite (EBS) Subject Matter Expert to support the Department of Health and Human Services (HHS), Office of Finance (OF), with a primary focus on the Unified Financial Management System (UFMS) and related Oracle Federal Financials modules. This role requires deep functional and technical expertise across Oracle EBS financial modules (GL, AP, AR, PO, and PA) to support system enhancements, configuration, upgrades, and operational support across UFMS. This role provides functional and technical leadership on system modernization, interface development, and reporting initiatives across UFMS, ensures alignment with ASFR/OF financial management priorities, facilitates cross-component collaboration, and maintains governance structures that support transparency, compliance, and timely delivery.
***Will be working onsite in Washington, DC.
What will you do in this role?
• Manage end-to-end contractor resource processes, including onboardings, offboardings, reactivations, badge renewals, reinvestigations, and tier upgrades, from pre-approval through GFE issuance, monitoring each resource across all nine phases of the onboarding lifecycle.
• Serve as the finance liaison and primary intermediary among OFSPO, vendor PMOs, the federal security team, the HHS Program Support Center (PSC), OCIO, and other HHS points of contact to surface issues, propose solutions, and drive timely resolution.
• Lead daily coordination meetings with the prime systems integrator’s PMO, weekly and monthly meetings with other vendors, and recurring sessions with the OFSPO Federal Lead and COR, producing agendas, meeting minutes, and action items on schedule.
• Maintain the Resource Cost Tracking (RCT) model, recording every transaction by resource, vendor, CAN, tier level, and phase dates, along with GFE issuance dates, asset tags, and return dates.
• Manage full-cycle GFE asset tracking from issuance to Asset Management receipt, recording return dates in SharePoint so the Budget team can determine when individual GFE charges cease.
• Validate data integrity through detailed reconciliations across budget and cost models, asset management reports, and SharePoint, and resolve anomalies such as duplicate GFE, unassigned equipment, and name-match discrepancies.
• Support the federal Budget lead with cost analysis, forecasting, fiscal-year resource projections by resource, vendor, and project, and a year-end process that ensures no resource falls through the cracks.
• Collaborate with the Billing group to research and resolve duplicate billing disputes and other long-standing reconciling items.
• Design and deliver daily, weekly, monthly, and annual reporting and dashboards, including the Resource Management Weekly Report, onboarding and offboarding cycle-time metrics, trend analysis, offboarding cost estimates, and ad hoc requests from OFSPO leadership.
• Identify risks and blockers proactively, maintain detailed trackers and notes, delegate actions to PMOs and stakeholders, and keep OFSPO management and the COR apprised of status, trends, and issues.
• Maintain and revise Standard Operating Procedures to reflect changes in federal policy and leadership direction, and recommend process improvements and automation in line with the Continuous Process Improvement Plan.
• Serve as the point of contact for internal auditors, independently leading discussions to address findings and formulate solutions, and mentor vendor staff on accounting, budgeting, and resource management policies and procedures.
What do you need to succeed in this role?
• U.S. Citizenship (required for HHS systems access) and ability to obtain/maintain a Public Trust clearance.
• 7+ years of experience in resource management, financial operations, or program/project support, including at least 3 years supporting a federal agency.
• Hands-on experience managing end-to-end contractor onboarding and offboarding, including HSPD-12/PIV badging, background investigations, reinvestigations, and position sensitivity tiers.
• Solid grounding in accounting and budgeting concepts, including reconciliations, cost analysis, forecasting, and year-end projections.
• Advanced Excel skills (pivot tables, lookups, data modeling) and experience building and maintaining cost-tracking models, trackers, and dashboards.
• Experience tracking government-furnished equipment and asset lifecycles and reconciling asset data against budget and billing records.
• Ability to measure cycle times, analyze trends, and translate data into concise reports, presentations, and executive commentary.
